Donna Culberson was appointed to serve as the Council Member from the Fourth District, in 2022 which includes Perryville, Port Deposit, Charlestown, Colora, Bainbridge and Conowingo. Ms. Culberson attended Cecil College focusing on accounting and finance. She has been employed for the past 38 years in long term care healthcare.
