César Díaz moved to Frederick in 1997 and is an information technology professional who has worked with government agencies, international companies, and nonprofit organizations. He is the first Latino elected to the Frederick City Council and is a member of the Democratic Socialists of America, the RISE Coalition of Western Maryland, and the Unitarian Universalist Congregation of Frederick.
