Sam, a lifelong resident of Northumberland County, graduated from Shamokin Area High School in 1972 and earned a degree in Sociology and Elementary Education from Lycoming College in 1976. He taught for 36 years at the Shamokin Area School District, where he also served as the PSEA Teachers Union President for six years.
