Steve Harper is serving his fourth term on County Council representing District 5. He graduated from Lancaster High School in 1976. He graduated with a Bachelor of Science in Business Administration from the University of South Carolina in Columbia in 1981. He enjoys golf and supports the USC Gamecocks. He and his wife, Donna, have two sons, two daughters-in-law and four grandchildren.
